Hey Dakka, a friend of mine is gonna start playing Space Wolves, which was my first and favorite army. However, I haven't played them for a long time, and I'm not sure I can give him solid advice.
So Here is the list he made, and I thought it seemed good, but what do you think?
HQ
Wolf Lord
-On Thunderwolf
-Black Death Relic
180 points
Troops
10 man Grey Hunters
Close Combat Weapons
Frost Axe
-Stormwolf Transport
-Multi-Melta
10 man Grey Hunters

Frost axe

5 man Thunderwolf squad, all with Frost Axes.

Only two troop choices in 1750 points? I'd probably get at least one more. Since he's not going CotGW, then Objective Secured is his friend and with the right support, Grey Hunters can be pretty stubborn objective holders between being able to rapid fire an assaulting unit and still get counter-attack to for the extra attack.
I'd say Land Raider OR a Stormwolf, one's expensive enough. Both are close to a third of the points available. I'd say pick one and then Drop Pods or Rhinos for the other two troops. If he goes Rhinos, I'd go with the Stormwolf since you get the firepower but even if it doesn't come in straight away, you still get units on the board. If he goes Land Raider, then either Pods or Rhinos work since they can all hoon up the board at the opponent or on top of objectives.
TWC are good but I don't know if I'd go all Frost Axes. I'd say drop at least three and get some Storm Shields and Wolf Claws so he can tank the heavy shots definitely coming his way and then strike at initiative as well.

Also because the TWC have rending on all their weapon in cc not just ones made with normal close combat weapons the ap 2 of axes is not always needed. If you want ap 2 go for a pf or Th and the claws are +1S and with shred increases the chance of 6's. And as stated Storm shields are your friend.

I agree mostly with the comments made. Stormwolf and Land Raider is expensive. Go one and pick either DP or Rhino's.
As for the TWC option, my 2 cents after someone pointed this out to me...drop all the specials, just take 2-3 SS per unit, take bolters and chainswords on the rest. With the saved points you can buy another TWC unit. As you have 5 already I think you can only add a pack leader but a better use of points and you can still add your HQ IC to the unit.

Yep. I support storm shields on all Thunderwolves. I have a unit of 6 and two have no shield. I regret it. They don't need fancy expensive weapons because they have rending. Maybe a fist or two for killing big things. Your opponent will basically focus everything he has on killing them before they reach his lines. Storm shields will ensure they make it. Otherwise they're dead.

Thanks to all for the responses. I had some of the same thoughts myself on the frost axes, as I had completely forgotten they were Unwieldy until I read the codex again. As for the Thundershields, I had completely overlooked them, so thank you for the reminder. He has limited models right now, so changing to 3 grey hunter squads will take a bit of time, but most of the changes shouldn't be too hard to do. All this talk of my favorite Space-Nords has made me want to get out all my old models and play them again.

Unless you are planning to run the Wolf Lord by himself, drop black death. Give him a frost sword, his TWC squad should have a mixture of wolf claws and power fist and give them shields, not all but like 3 or two. Take a storm wolf or land raider dont need both, drops pods work magic and rhinos move. Go las cannon long fangs
