Exactly what it says on the tin. Is it because of Relentless/Slow and purposeful? Because of the weapons themselves? who does the best with the most Dakka?

Glorious Lord of Chaos

The burning pits of Hades, also known as Sweden in summer

I am inclined to say vanilla Marines (due to their use of grav weapons on Relentless models).

Currently ongoing projects:
Horus Heresy Alpha Legion
Tyranids

The Grey Knights are able to put it to good use, due to troop Terminators, Paladins, and Nemesis Dreadknights. They can take psilincers and psycannons in every unit

Opinions are not facts please don't confuse the two

Splinter cannons from dark eldar aren't bad. The units that use them generally either don't want to assault too badly or else have relentless (Talos).

ATTENTION
. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

Space wolf long fangs are just a standard devastation squad, except they have split fire. Pretty useful.

Yup. Its worth noting that the splinter rifles on the also are twin linked as well so you get 6 4+ poison shots and reroll all misses.

Nifty stuff guys keep it up.

I'm surprised nobody has mentioned 'nids yet despite them seeming to have a lot of mcs. Or are their options for this just bad?

Noise marines with sonic blasters/blastmasters and Havoks with heavy weapons fit the bill. Termis can take a few heavy weapons, and then there is forgefiend with three move and shoot plasma cannons.

Best relentless salvo that I know of are DA Ravenwing bikers with command squad with Sacred Standart of Devastation. That's alot of bolt rounds flying without downsides.

Nids don't have a single Heavy or Salvo weapon in the main codex. Everything is Assault. From the smallest S3 gun to the S10 and even the 20 shot Fleshborers Hive only available to one creature who is an MC, they are all Assault Weapons. They are exempt from this idea.

Salvo and Heavy aren't special rules to worry about taking advantage of. They're just there, attached to a bunch of random weapons. Some armies have more of it than others.

I am the Hammer. I am the right hand of my Emperor. I am the tip of His spear, I am the gauntlet about His fist. I am the woes of daemonkind. I am the Hammer.

Well, yes, this is basically how half of the great units in 40k work... they get to benefit from the good stuff, and have a way of avoiding the bad stuff
