So I have never played, painted, used, or even bought necrons. Personally, I would love to have my own evil robot army but doubt I want to buy a brand new army JUST yet. Regardless, I have thought up a mostly fluffy list of crons starting with the Reclamation Legion bundle as a base. I have no doubts this army would get annihilated in any true sense (I just added the shiny models I like >)

Since youre already taking a Cryptek and Ctan anyway I'd highly recommend using the Conclave of the Burning One formation (Two Crypteks and one Ctan). You can also take a god shackle on one of the Crypteks to increase the Ctans toughness so standard weapons cant hurt it anymore. The formation nearly triples the survivability of your Ctan. You can find the formation rules in the shield of baal supplement.

Help! Its dark and I can smell...mmm...bacon

Also drop a few warriors to upgrade your tomb blades. They are apparently some of the best units in the game (I have not played with them just heard testimony)

I wouldn't drop warriors, warriors are your cheap bodies and still as reliable as immortals. Dropping immortals for tomb blades is your better option they cost 4 more points (shield vanes, and nebuloscopes) but out of that you are getting twin linked, ignore cover, a 12 inch move and toughness 5.

You have a CAD, not a Reclamation legion. Cryptek and scarabs can't be taken as single units with the decurion.

Since it seems you aren't going to collect the army (or use the codex to make the army correctly), I'm not sure of the point here.

Drop down to 10 warriors in each squad and upgrade tomb blades. I don't particularely like tomb blades that much but if they must be taken you might as well equip them well.

Also you can't actually run scarabs if you're running the Decurion. So drop them and pick something else up. Maybe a night scythe?

As it stands, it's an unbound list.
