Been searching quite a bit for threads about this but can't seem to find the definite, true answer. In some guides even I am told to go to "You Make Da Call" for proof that the Icon works instantly. And elsewhere it is stated it doesn't.

Which one is it, why, and source?

( For clarification, I'm talking about say, Seekers of Slaanesh Deepstriking/Outflanking with Icon, and another unit arriving via Deep Strike on the same turn - does the other unit benefit from the scatter reduction of the Icon instantly? )

Yes, it can work just fine.

Mainly because it states it works, and has no restrictions on when it does not work.
