I've been struggling with these 2 rules questions for quite a bit, so I'm interested in other people's inputs:

- How does preferred enemy work in the following circumstances:

a) Attacking a unit against which you have Preferred Enemy that contains one or more ICs against which you do not have Preferred Enemy?

b) Attacking a unit against which you do not have Preferred Enemy that contains one or more ICs against which you have Preferred Enemy?

PE works fine - you reroll 1s.

PE doesn't work at all.

PE refers to shooting or close combat attacks. Since both of those are done against a unit (outside a challenge in CC), the unit is what you must have PE against. Since the ICs are members of the unit for all rules purposes, and this is a rules purpose...

To be fair in this circumstance it helps. The issue with PE is it effects rules that interact with units yet is largely based on model properties (don't even get me started on PE (Characters)). We have several rules through out Warhammer that have this issue and no way to determine unit properties based on its composite models (like Grab weapons vs mixed saves units).
