Needs to pay VotLW tax unless you already computed that into cost of all who can and must take it. Also who is manning the quadgun?

My Scribe auto-includes the VotLW onto it. As for the quad gun, I kinda forgot about manning it lol. I may take it out altogether and use the points elsewhere
