Recently in a game I played my opponent tried to ram my Leman Russ with a Land Raider and we were trying to calculate what the damages would be to us. It was here where we had a disagreement about some of the modifiers. My stance was that since the Leman Russ is a Heavy Tank it should get both the Mass perk (since it's a tank) and the Excessive Mass perk (since it's a heavy) then I should get both benefits, while my opponent's stance was that Excessive Mass perk is a replacement for the Mass perk. I can't quite remember what his argument was currently, I think it was something about how Heavy should somehow replace Tank during the ramming process. So in short, does the Leman Russ get both modifiers or just the Heavy modifier?

There is nothing in the rules saying that Excessive Mass replaces the bonus for Mass. So you would get both.

It's a bit unclear, but I'd say it would only get one of the modifiers.
I say this because otherwise that would make a Leman Russ far better at Ramming then a Baneblade (Which is a Super-Heavy Tank, it doesn't have Tank as well).
There's no way a Leman Russ is heavier then a Baneblade.

Thunderblitz aside, should the Super-Heavy be ramming something its own size it uses the regular ramming/tank shocking and in the Excessive Mass perk it lists both 'Heavy' and 'Super-Heavy' getting the bonus.

It isn't unclear at all. Nothing States it replaced, so it doesn't.
it's pretty clear actually in the rulebook. It's put into bulletpoints.
*Armour ( half rounded up)
*Tank add + 1
* heavy or super heavy add +2
It's simple if you have the bullet point you get the bonus. They DO stack.

Which leads to the odd situation of a Leman Russ Ramming at S10, and a Baneblade Ramming at S9.

But that is only odd to you because you are thinking of the Baneblade as a tank, and not a building on tracks.

A building that weighs a huge amount more than a Leman Russ, and can move up to 3 times as fast!
