If a unit has the scout rule do they HAVE to start on the board during escalation or can they be held back? Just asking because if your whole list starts off board you may want to hold them back.

Drano doesn't exactly scream "toy" to me.

If you want your scout bikes to start off the board make them regular bikes. The only reason for taking scout bikes is the ability to always start on the board and move for free. For 7 points more you get a 3+ armour save and weapons options. I know that doesn't answer your question but theres no reason to take scout bikes and not have them on the board turn 1 unless you don't have the points for regular bikes.

You could keep them off board if they are allowed by the mission. This is the case of the pathfinder with devilfish where the devilfish in escalation would normally start off-board but the scout rule let you choose if you want to start on the board.
