I thought I could remember someone saying that a super heavy couldn't be more than 33% of your army, is this true? Is there anywhere in the rules where it specifies how much a super heavy can cost you?

That is an individual tournament rule. Not a GW rule.

Thats straight up a tourny ruling. I know a few of the more popular rule sets use a percentage system to balance out super heavies.

There is a rule like that in 30k (25% of your army, only in games of 2000 points or more). Since that's where superheavies in normal games first appeared that might be what you're thinking of. But no such rule exists in 40k, there are no separate point limits for different types of units.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.
