So I have some Scions, but I don't particularly want to run an Imperial army. There's only one other Imperial force that interests me and they're not that fantastic (Deathwing). So instead, I thought I would try out something new with my Scions: IA13's Renegades and Heretics, taking the Bloody Handed Reaver Arch-Demagogue for what is basically Chaos Scions.
Has anyone run with or against this army type before? I would like to include a lot of artillery (not vehicles, so much, more like Mortars, Support squads, Medusas), are they good on the field?

Renagade rapier weapons batteries are one of the best uniys in the game imo. 70pys with militia training. Giving you 3 twinlinked, st9 ap1 shots with ordnance (slightly better than tank hunter as you get to see both dice so don't risk rerolling glances then failing). 9 t7 wounds, 6 of them with a 3+.
Then there are the earthshaker batteries 55pts for an earthshaker cannon, which is excellent. 30pts for heavy mortars are also great if you don't want to take wyverns.

Yeah, I was looking at the weapon emplacements in complete surprise, they're all extremely good.
A preliminary plan is to ally them with my Necrons (CSM ally chart baby! Allies of Convenience!), who provide a durable frontline. Necrons like to be in the midfield (almost everything is 24"), and don't have much in the way of horde clearing other than mass fire. Backing up the Crons with Earthshakers, Medusas, Quad Launchers or Heavy Mortars creates a durable frontline backed up by lots of long range heavy hitters, which Necrons can't really bring (Sentry Pylons are expensive as all get out, and Doomsday Arks are iffy at best).

Can these guys even be run as allies? All of the Devotion and Covenants mention "Primary Detachment" and "Warlord". Does this mean that if you run these guys without being the Primary, you can't take anything like Blight Drones, Chaos Spawn, Grenadiers, or anything like that?

Yeah pretty much all the fancy options need the warlord as the arch demagogue.
But they do have the cheapest ally tax at a mere 75 pts, and then you can take one of the excellent heavy support options. The fast attack aren't bad either.

They must be primary RAW to get the unlocks. FW has said it applies to all detachments though in an email so a master of the horde would have to take 4 infantry platoons in a dual cad but all get the 5+ return, they didn't mention if this applies to covenant unlocks as well though.
However this doesn't stop you running the normal units as allies. You can still take most of the army list. Including all of the batteries.

Wow, I hadn't thought of that sort of synergy with my necrons. Bring a standard decurion, and instead of say, the destroyer cult, load on up some rapier batteries!
Anyone have any thoughts on a less expensive proxy for them? Fantasy has a few things, but still looking at +$20-30 per weapon battery.

I'm currently looking at just buying bits to create something. For example, for a Heavy Ordinance Battery, getting an Earthshaker cannon from the Basilisk box and then constructing a mount out of bits.
For a Laser Rapier battery, you could try getting the Lascannon mount off of a Predator and building the vehicle/platform portion out of something.

That sounds like a good idea, I guess they are renegades, so makeshift salvaged gear would make sense!
I was hoping the fantasy units would be less expensive, but no such luck. Having an organ gun in a 40k army would have been pretty cool.
