On old Model Railroads (and I suppose on newer ones as well), they had terrain dust that was mixed with a powdered adhesive.
It was then spread on the area to be covered, and then misted with water.
The water activated the glue crystals, which then bound the terrain dust together to make dirt, snow, gravel, fallen leaves, etc.
I suppose the only difference would that that Model Railroad terrain would not be handled much, whereas miniatures would be. So it might not produce the sturdiest dirt.
I know that it worked well for grass and flocking (fallen leaves, etc.), because I used that method on miniatures that saw a LOT of handling.
