So if a vehicle is behind other vehicles and is completely obscured and a blast scatters on it would it get a cover save? If so what would that save be?

The Rule only calls for greater then 25%, and 100% is greater then 25% CTRL-f "Determining Cover Saves" within your Rulebook for more information on Cover Saves, including the values to use.
