Those tricksy Harlequins have a little problem, their vehicles are not so tricksy. GW tried to make them "harlequin-y" by giving them an invulnerable save and the ability to jump up to a 4+ Inv save once per game, but that just doesn't feel quite right. Harlequins are, by nature, hard to pin down. That's their shtick. They're not hard to kill, it's just that they're hard to pin down. As such, how about this rule for the Skyreavers, Star Weavers, and Void Weavers in place of the Holo-Launchers?
"Flourish Jets: This unit may make a Flat Out move of up to 12" after shooting by using its Flourish Jets. This Flat Out move may be made in any direction, but cannot change the unit's facing."
It's similar to Battlefocus, but specific to the Harlequin vehicles and can't be used before shooting. It also limits the movement to 12", as opposed to the Eldar Jetbike's normal 36" flat out. The idea is that they attack, then disappear again, making these units harder to hit. Importantly, it doesn't change a vehicle's facing (just like Flat Out), even though the Harlequin vehicles are still 10AV all around.
This would replace the Holo-Launchers, so no more "free jink". I'd still consider this to be a sizeable upgrade though.
