So, I am no fan of SW baby blue and yellow, so I have been trying to find a way to make a successor chapter. Problem is, the lore discusses the Wolf Brothers, and how the geneseed seems to only work on the people of Fenris.

So how can I remedy this? I need some wolfy peeps. Prepare for a convoluted idea!
During the ever-continuing glorious Crusade for the Imperium of Man, the Space Wolves rediscover a planet that is stuck in medieval technology and conflict. In the northern lands of the continent by the name of Westeros, warriors have a special connection and affinity for wolves. After aiding these fierce fighters in their struggle against treacherous neighbors, ending a long winter set to destroy their civilization, and bringing the Emperor's truth to the primitive planet, the Space Wolves found the fierce fighters both honorable and courageous. They bestowed unto the Northmen the geneseed of Russ and found that many - especially those of the house of Stark - not only survived the transformation, but thrived as Astartes. Thus was born the Weirwolves Space Marine chapter. (See what I did there?) Their chapter master is formally known as the King in the North, and ride dire wolves into battle.

Ridiculous and far fetched? Fine. But in the grand scheme of things? There are millions of worlds with all sorts of histories. The similarities are possible, and the dark fantasy of ASOIAF mixes perfectly with the grimdark of 40k. Thoughts? This is what I would like to do with my new army.

If you dont like the blue and yellow color scheme then just paint them what ever color and paint on the wolf decals and its still Space wolves.

Also, somebody please do no suggest Blood Angles Twilight series where they are Sparkling Vampires.

You can paint your guys anyway you want. Color really doesn't matter. I myself used a slightly more darker blue than the powder blue you describe. My original intention was to go with a darkish blue/grey, but then I got lazy as I didn't want mix my base color myself for probably 60 or so models not including tanks. So I used the foundation paint fenris grey. It seemed appropriate.

Just use their original heresy colors, they looked far better back then.

But no, the Space Wolves have no successor Chapters. There was one that turned traitor, and the ability to make any more was lost thanks to Magnus blowing up their research labs. Plus they can only draw recruits from Fenris, lest weird wulfen things happen.

Insane, definitely. Perfectly valid to paint Wolves as House Stark though, and kudos to you if you can get such an effect to look good.

The wulfen/geneseed problem was exactly why I wanted to come up with another population to recruit a successor chapter from. Obviously still Space Wolves, but different paint and fluff. I just know there are some out there that will flat out refuse to play non-fluff compliant armies. The codex says there are no successors, but does not say it is impossible - just hadn't been successful. I think my new chapter's backstory lends some feasibility and character to the prospect.

Actually, the letter of the fluff says there are no "known" successors other than the ill-fated Wold Brothers.

Obviously, that doesn't mean that there aren't any others, it just means that no one knows them.

Also, there are plenty of examples of Wolf Lords who can't or won't follow a new Great Wolf and take their Great Company, ships and equipment and head out into the larger galaxy.
It's entirely feasible that one of these by luck (or by virtue of a large contingent of Fenrisian serfs on board) manages to settle on some remote backwater planet.

It is impossible, and the problem isn't the recruits, but the geneseed itself. The Space Wolves tried to draw recruits from other worlds and found another Chapter, but all it led to was horrible mutations and the entire bloody Chapter turning to Chaos. This is the entire plot of Battle of the Fang, when Magnus crashes in and destroys the Space Wolves' laboratory and Wolf Priest who was trying to research means to stabilize the Space Wolf geneseed. Space Wolves flat-out can't found any successful Chapters unless for some strange reason they drew recruits from Fenris as well, but that would lead to serious investigations by the Inquisition and be an even more super special snowflake as I can't think of any such arrangement in the history of the Adeptus Astartes.

The only potential successor of the Space Wolves that still exist are Skyrar's Dark Wolves, and while not even confirmed to be Space Wolves, they're Chaos.

And no, your backstory doesn't lend any feasibility to the idea at all. It just sounds like some silly crossover fan fic.

A nice crossover idea, if you like it, go for it! They are your miniatures, you can do with them whatever you want and make up whatever fluff you want. All that matters is whether you like it or not.

According to established 40k canon however, SW successors are impossible because their geneseed is uniquely adapted to the people of Fenris. (you could maybe fluff it as the First Men from ASoIaF being colonists from Fenris?)
Aside from that, it is also possible that your SW Lord can't stand the colour blue and therefore decided to have his Company in a different colour.
Yet another possible explanation for different coloured SW can be that your Company broke away from the SW or that they went renegade or maybe even go Chaos.

honestly the lack of space wolf (and grey knight for that matter) sucessors is a mild annoyance of mine. you've got these neat armies. but you're basicly being told "we know every other army in the game pretty much enchourages you to come up with your own paint schemes but for these guys there's only one proper way!" if I was in charge of GW you bet I'd be retconning the lack of space wolf sucessors, and even giving the Grey Knights some sucessors (I'd fluff it up as the Grey Knights simply being the first of a small order of similer chapters, uniifngly called the "Order of the Sigilate" or something)

Opinions are not facts please don't confuse the two

Bottom line right here.

The Imperium keeps track of its history like Rand Paul manages his Presidential campaign.

There could be hundreds of Space Wolf Chapters (Tzeentch forbid!) in the IoM and the incompetent fools that run the Imperium would have no idea!
