I heard somewhere that new Harlequins can't be taken in an Allied Detachment. Is it true? Can they only be taken in Masque Detachment or in Formations then?

An Allied Detachment requires a compulsory 1 HQ and 1 Troop.
Can Harlequins fulfil this?

Codex: Harlequins has no HQ choices so they are unable to fulfil the requirements for an Allied Detachment.
So yes, the only way to field them is in the Masque Detachment or in any of their formations.

The OPs mention of the Allied Detachment shows he's not playing Unbound.

Watch out for Skitarii - they can't be in an Allied Detachment as well.

Unless he doesn't think it is an option. I state it because it is a viable way to field units in an unrestricted manner that, for some reason, people all too often avoid.
Was simply listing options.
