Is it really so? Has anyone asked FW what they intended per the 'specialist equipment' rule?

I don't see any conflict between the Specialist Equipment rule and the majority toughness rule. If shooting at the Engineers' unit, and there are two or more engineers (and a fewer number of attached Independent Characters who might have a higher Toughness), then when rolling to wound against the unit, T3 will be used, whether or not the drill is in front.

One thing I don't know straight away is what happens if all the engineers are killed, but an attached Independent Character remains. In that instance, does Specialist Equipment trigger and the drill is removed, or does it remain in play? The rule refers to 'if all other models in the unit are removed'- does that mean the entire unit as a whole as may be at the point of their removal, or specifically the unit of Engineers, who may or may not be joined by an attached IC? (treated sort of like both their own unit, and part of a meta-unit).
