Example: A vindicate fires at a squad of space marines, and uses the Turbo-Penetrator round. He hits and rolls a d3 and gets 2 wounds. If the first marine is killed by the first wound, would the second wound carry over to another marine? And if it did, would the vindicare player be able to pick the second target because of precision shot?

It would not, because it's not that each Hit causes d3 Wounds, it's that each Wound instead causes d3 wounds to the model which suffers.
