Why 25 mm bases for new kit set?
They blundered and forgot to switch them out
They are unloading as many 25 mm bases as possible before it is "official"
Not all armies/units will get the 30mm bases.

Saw a while back where they are giving larger base sizes for marine models?
In the new skitarri box, they still have 25 mm ones. Why do you think this is?

I think it's only marines that get the new bases. I believe the chaos space marines in the Khorne Daemonkin book were also on the new, larger bases.

Its more likely they are reserving the 30 mm for bigger space marine type models.

They frankly look better on them.

The Skitarii fit quite well on the 25mm bases. Space Marines always had issues with their feet hanging over the edge and such.

In daemonkin codex, the marines are on 32, but bloodletters are still on 25mm,

Whatever base they came with are the right bases. You don't have to rebase anything

I'm leaning towards the one option but that may just be my cynical streak showing. In all truth, I dont know what to think of it so figured I'd see what others thought. I had noticed it when putting them together but was distracted and it just sank in a lil bit ago.

They're toughness 3. Seems anyone with T4/5 is on a 32. 3 and below get 25s.

You misunderstood me. I wasnt assuming they were marines. I mentioned them because historically they have a generic base size for everyone with the exceptions be bikes or big terminators or stuff like that. As the marines is where I first saw the new bases, I mentioned them.

I will be using a similar product come the day GW "force" everyone to change base sizes. That or I will just not rebase my guys

Yeah, it seems to be the T4 armies that have received them. All new SM and Necrons releases have been with 32mm bases while all T3 (Harlequins and Skitarii) have been with 28mm (though I have no idea how Tyranids go with this).

Wish GW would have just explained why they were doing this change and what armies would have been impacted. But I guess that's too much to ask.
