So do you all think that the Skitarii maniples are limited to the equipment in their codex? I always thought they had access to most imperial equipment.
Just as an example, could Ryza skitarii use Ryza-pattern Leman Russ tanks? Or do they only ever use the Onager Dunecrawler?

There is rumors that there is a Admech tank codex on the way so that might help there.
But for fluff reasons the could use what ever was produced on that forgeworld as long as they meed quota for there imperium tithes.

What are the rules for the Skitarii anyway? Are they a separate but allied force kind of like the Tempestus scions?
In other words, could I mix IG tanks and Skitarii infantry in an army without having to go Unbound?

They have their own formation and a Detachment. Aside from Unbound, that is the only way to field them. They can't take a CAD or be in a Ally Detachment because they have no HQs.
But you can just take their Detachment or Formation along with your normal Detachment(s) and have a Bound list.

I might depend on the actual Skittari themselves. Some could come from a forgeworld that drops them inside chimeras and rolls them around, at the very least for very long range movements.

The Hyspasists troops are pretty much Imperial Guard units but modified with augmetics and emotion suppressors so they might have access to more uniform Guard tanks and stuff.
I hope they have these in the codex but doubt they will as they are just IG I guess.

Ooh! Some of my Skitarii Vanguard are converted as Hypaspists.
Now, do you mean rules-wise or fluff-wise? Because fluff-wise I'm sure they have access to the entire Imperial arsenal. Rules-wise no, you can't just slap Chimeras and Rhinos into your Skitarii detachment. The inclusion of relentless and the lack of dedicated transports is part of the flavor of Skitarii as an army. If you want a lot of vehicles, your best bet is to attach a Skitarii Maniple detachment to a Marine or IG list. I run a very infantry-light IG list with the LRBTs and some Valkyries, then attach the Skitarii to that. Air-droppable Calivers are fun.

I don't think its neccesarily a given in-universe that Skitarii suddenly lose access to any weapons they used to employ just because a new codex came out. You might figure there are different ranks/units of Skitarii that fill different roles (think PDF/conscript type Skitarii which are more akin to cyborged IG, and you might have those giant genetically engineered monsters who are like thallaxi or more intelligent battle servitors forming a more elite formation.) There are even allowances for differences based on Forge Worlds, is not like some forge worlds have different specializations or utilize technology differently (Ryza hasn't been forthcoming about sharing its plasma tech knowledge, for example. I imagine its troops have more access to plasma weapons than others might.)

titans, at least warhound and reaver are too fast to keep up with by just walking. And if your forces are 500km away from the enemy, do you let them walk over there? That's bs. Why would a tech-savy faction not use vehicles.? It doesnt make any sense.

If space marines can run as fast as vehicles, its not that improbable for Skitarii to do it as well. They are rather heavily cyborgified after all.
Edit: Besides which, there's stuff like the old WD article on Skitarii and their details, and its not terribly inconsistent, given it mentions 'vehicle' crews (servitors) being cybernetically linked to their machines and never leaving them. Vehicle essentially becomes a Servitor body of sorts (and plenty of battle servitors may use treads or other forms of locomotion as well.)

totally, paint your skitarii up as Ryzia Skitarii and they're totally fluffy given Ryzia is now basicly fighting two seperate WAAGHs and basicly just tossing whatever stuff they make at the orks
