How about this as an option, synapse gives everything with instinctive behavior a +1 to feel no pain to a maximum of 4+ for every synapse unit within range. Give 6+ if the unit doesn't have fnp.

Gives the horde survivability while not allowing the synaptic lynchpins to become ungodly powerful. Also doesn't really weaken the catalyst power. What do you think?

It has 7 HQs, 2 Troop types with Dedicated Transports, 5 Elite units, 5 Fast Attack units, 6 Heavy Support units, 2 Formations with unique units not in the rest of the codex, and 2 LOW choices.

Stacks with other synapse creatures, only affects models in synapse range (not units) and its in addition to fearless.

Synapse should have a balance, low leadership balanced by fearless, the chance to eliminate themselves via failed checks, the ability to survive easier via feel no pain.

With this rule, the opponent has to focus on taking down synapse, or wasting shots on the now harder to kill horde. Also, with it only affecting models in range, the hoard has to bunch up and be more susceptible to blasts, or spend more points on synapse creatures themselves. (Which aren't helped by the feel no pain and generally considered to be sub par units.)
