Now, here is the thing. that is a profoundly unusual and weak situation for many reasons. One is that the aspect shrines are built essentially for self-improvement. They aren't deliberately providing a functional military. The other is that all the personnel of the military are effectively the ones who declare war. If the farseers would like to go to war, the population of the craftworld are effectively able to decide whether it happens or not by choosing to show up for the war or to not show up for the war. That's guardians and aspect shrines.
To answer your real question: use a different formation.
People have confused Biel-tan for only using Aspect Warriors. Biel-tan has a greater proportion of Aspect Warriors to population, and in the oldest of fluff (circa 2nd edition) it is said that Biel-tan culture has the Path of the Warrior as the first Path every Eldar on BIel-tan takes upon reaching maturity. Greater proportion does not equate to exclusively Aspect Warriors.
Biel-tan in old 2nd Edition Epic had the bonus of an additional 4 squads of Dire Avengers to represent its greater proportion of Aspect Warriors, but otherwise the rest of the army was identical to other Eldar. That means they had Windrider hosts with Guardian riders, and their tanks were piloted by Guardian pilots just like that of other Craftworlds.
