I just finished the basic construction of my newest bike librarian (still need to mold the robes of his torso to match the leg robes better), and actually liked the model enough that I'm considering running it as a unique character with some of my friends.

Based on Ezekiel's stats, but with some changes to wargear and potentially unique power.

WS 5 BS 5 S 4 T 5 W 3 I 5 A 3 Ld 10 Sv 2+

Wargear
Space marine bike
--twin linked storm bolter
Raven's Axe (master crafted force axe)
bolt pistol
grenades
iron halo
ML 2
Unique powers:
Hypersonic: caster and his squad may turbo boost 24", or 12" while retaining the ability to shoot, WC 2
Crash and burn: Hammer of wrath attacks caused by the caster and his unit are resolved at S5 AP4, with the soul blaze rule. WC 2

Possibly 175-200 points?

Based on Ovion's Unit Creation Guide and Workshop I'm getting about 200 points before adding in psychic power costs.

65 points base
+40 for +1 in 4 stats (BS, W, I, A)
I'm assuming artificer armour for the 2+ armour save, so +20 points.
+25 points for the bike (20 for bike, 5 for stormbolter)
+25 points for Mastery Level
+5 points for Master-crafting
Approximately +20 points for the Iron Halo

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Why would an iron halo be 20pts when a storm shield is 10-15?

Lets see...
Zeke is 145 with same stats ML3 and one unique power and +1 WS to all DA in 6".
5p for storm bolter (lets say 10 for twin linked)
basic libby gets a "force weapon" and zeke already has master crafted in his points cost.
bike is 20 points, that puts us on 175...
4+ save is a conversion field for 15 points.
So 190.

Did I miss anything?

When trying to determine the cost of a wargear that has no listed cost (such as the Iron Halo), you look at similar wargear. The Sigil of Corruption (from CSM) grants a 4+ invulnerable for 25 points. Conversion Field (as pointed out above) is 15 points for a 4++. Per Forgeworld, the cost of a Forceshield (4+ for Eldar) costs 20 points. As it is we have four pieces of wargear that provide the same thing:
Iron Halo X points
Forceshield 20 points
Sigil of Corruption 25 points.
Conversion Field 15 points

The average of all three items is 20 points.

If you don't count Forgeworld, you still get an average of 20 points.

Conversion field, however, is what other members of the DA get. There will be point differences between codices, but when I'm building a DA specific character I should use how DA are costed.

For the Sigil of Corruption, other factors need to be considered. The chaos sorcerer can take marks of chaos, can become a higher mastery level, has different mounts, and a slew of other chaos stuff. Giving a grot an invuln save is different than giving a wraithlord one. Not that the difference between librarian and sorcerer is that huge, but the chaos sorcerer can be decently more powerful and thus needs to be more expensive to protect.

Then give him a Conversion Field. If you are giving non-standard issue items (such as an Iron Halo), you don't look at just one codex - you look at multiple codicies to get an idea at how GW prices similar items. In this case you have two items, both of which confer an invulnerable save for different prices. If during play it seems that 225 points is too much for the character, drop it to 210, and try again. Eventually, you'll get a point cost that makes the model reasonable enough to take, without opponents griping about it.
