Are TWC strong enough to have an army be built around them? If so, how would it look? Does it need allies? White Scars are looking good.
Or am I better served with doing an SM primary army with SW as allies bringing an FA pod for Centurions?

TWC is only 3+sv so that they are afraid of much firepower. You need cover to block line of sight or use lookout sir to share the damage.
I think BA is better than White Scar because of following two reasons:
1) BA Priest can give FNP to TWC. In White Scar, only command squad has such ability.
2) Dante is EW and has Str6 AP2 weapon without unwieldy.
I usually combine Baal Strike Force and Champion of Fennris like this:

Hm, but any given WS character gives TWC a scout move and spares them Terrain checks. And by the looks if it, Grav may be very helpful against the new Eldar.

TWC are one of the better infantry units out there. I haven't looked into them enough to give you credible advice, but I guess there's guides to be found.
They hit hard, and when tanked by a storm shield Wolf Lord they can take some beating. And they usually need one turn of survival to get into melee anyways. Have some other unit on the opponents face on turn one to take their attention. My 2 cents.

Also depending on deployment. I can see WS or RW be useful to scout them forward to guarantee a succesful charge.
But how do you support it. With pods? Bikes? Or both? Not sure if 1650-1850 can accomodate Lord, TWC, IP supported by bikes and pods.
