Thinking of running 9 Tomb Blades all with the Nebuloscopes and shield vanes with one having the particle beamer and the rest with the Gauss weapon.
For specialists thinking give the pb move thru cover and giving one sniper and maybe counter attack.
Thoughts?

Never really got into Kill team, but you might want to put Stealth and Shrouded on them as specialist abilities

Shrouded is not available and its a choice of move thru cover or stealth and I would rather give a jet bike auto pass in dangerous terrain to protect to pb better. Most of our terrain will be 4+ usually at the flgs.

Sorry for the late reply.
I think that list looks excellent, very well done. I generally suggest not taking upgrades to get more models, but both Nebuloscopes and Shield Vanes are just too attractive.
Regarding Specialists:
Move Through Cover - I see your point, good call.
Sniper - is a double-edged sword. Your Gauss Blaster is so good, the 4+ To Wound actually weakens it. There are ALMOST no units in Kill Team with a T over 5 (EDIT - I thought of just 1 after posting, so editing to fix my mistake; it's Chaos Spawn with Mark of Nurgle, I almost forgot that's allowable again as the 2 Wounds/3 Wounds thing went back and forth awhile). Maybe you'd take just Pinning or Rending instead?
Counter-Attack - is not bad, but again with your awesome Gauss Blaster, you may be better served with Hit & Run to break out of combat and fire back, then charge in again if you wish. Like a White Scar Biker.
But those are minor points, the actual units are real solid. Let us know how it goes. Remember to remind your opponent of Break Tests as I think you'll be really good at whittling down his force.

Guy at my local shop ran basically the same lust in the first flight but came in 2nd because of points overall. The winner was an IG list and that was because it was the score a point for every model within 6" of the objective mission for the last round. He scored about 20 points in that one alone.

I've always seen people just max out Warriors, never seen Tomb Blades before, interesting.

Just make sure you agree on the Reanimation Protocols rules before you play. Kill Team still says necrons only get to take their roll if within 2 inches of another model with RP. Of course that was for the E5/6 codex but be careful.
Nine tomblades will be pretty cool but may lack something against SME's. Destroyer?

Tomb blades in kill teams are boss, I can't think of many better lists (and definitely I can't think of a better Necron one). I played 9 of them with a variety of Gauss, Particle and Nebuloscopes, so that different blades were good against different targets; my leader had nothing but shieldvanes.
EDIT: it was a bit different, everyone had shieldvanes. Then, some had nebuloscopes, some had particle, some had both, some neither, and the leader had only a shadowloom.
For the specialists I took haywire, poisoned, and infiltrate. They didin't matter much, though - my opponent played space marine scouts, and after around 3 very one-sided turns he was completely eliminated and I lost just 1 tomb blade.
And then we decided we don't want to play kill team any more. So, when I think about it, maybe tomb blades are not a list I'd recommend after all...
As for destroyers, no can do, unfortunately - they're either fast attack (you have just 1 slot, taken by the tomb blades) or heavy support (you have no slots). But I think twin-linked S5 Gauss and S6 blast should work well enough against MEQs.

I played a 11 man free for all kill team game yesterday and brought 9 tomb blades. It was really tight quarters and I had to stack them in a line most of the time. With x3 particle and all shield vanes/6 nebula scopes I wiped the board. We were playing for money with 10 and 20 dollar objective markers and I actually just rode around blasting people and not taking objectives just to be fair.
Long story short 9 blades is an awesome list for kill team but I won't use it again. I like the guys I was playing with and I could tell they were getting frustrated when we ended turn 10 with me only losing 2 blades.
