I'm wondering whether the Enhanced Reanimation Protocol bonus from the Reclamation Legion works while the Overlord is embarked on, e.g. a Night Scythe? I can't seem to find anywhere where it says he has to be "on the ground". Furthermore, if it does work while he is embarked, is the 12" bubble measured from the hull of the Night Scythe?

I feel like I'm missing something obvious, because otherwise putting him in a night scythe seems like a pretty good idea...
