(I know its a slightly misleading title)
Are imperial Knights a solid,useable army (thus can be allies) or are they some sort of 'upgrade' (e.g 300 point BA+400 point Knight but can still take allies)?

I like to refer to imperial knights as being the "In case of lack of skill, break glass and remove Imperial Knight" kind of army. They are good, and they are easy to use. They have hard counters, though, and some people still refuse to play against them.

Knights can be their own stand-alone army; they have a codex and formation that allows them to be taken pure.
In a CAD there is specifically a slot for one, so you don't give up an allies slot for them.

Knights are an army that, if used alone, either win big or lose big. Some armies can't deal with that much durable AV13, others can no problem.
Really they work best as allies, 1-2 knights along with another codex.

I will refute the suggestion that playing Imperial Knights shows a lack of skill. Winning with Knights takes a lot of skill, given his easy they are to kill versus their point investment.
What are Imperial Knights? They are Titans.

Well quickest and simplest way to explain is.
Everything can score, but troops taken in the CAD (which is pretty much identical to the FoC except rules wise) are super-scoring.
Allies are still separate, Formations are now a big deal in that they allow you to avoid certain restrictions. Unbound is do whatever you want.

They are a stand alone army unto themselves. One that can either do well or get tabled with ease.
They can also be used as an allies army or ore usefully as a 1-3 formation and still allow you to use a 3rd army as an ally. This is ignoring the unbound style of army building as most players totally disdain that and to soneis about as common as a unicorn in a....well, a house in the red light district.
It takes skill to use them effectively and they are easily countered. Although if a player is shortsighted and doesnt think your bringing any armor so doesnt plan for it, it could be a much easier game for you.
