Basically, anything from malware to ddosing to outright Hollywood Hacking: What are notable examples of cyberwarfare in the 41st millenium? Lexicanum mentions scrapcode generators for subverting machine spirits, while Arynakyr has the ability to subvert enemy weapon systems.

Are there any Imperial/AdMech organizations that are the equivalent of sanctioned hackers? Or Tau that engage in similar ideals (replacing a Ministorium broadcast with the Tau Ri'kr'ol), etc?

When it began its assault on the Orpheus sector, the Necron maynarkh dynasty sent a simple signal "Maynarkh comes" that basically fried every electronic system that received it. The only way to save affected electronics was to galvinically purge them and hope the system wouldn't be too damaged by the purge to make it a wasted effort.

Of course, the Necrons have literal technopaths so counting them is kind of cheating.

Waiting for my shill money from Spiral Arm Studios

There isn't much. I imagine the AdMech has some branch dedicated to that, but each race basically has totally incompatible computer systems.

Self-proclaimed evil Cat-person. Dues Ex Felines

Cato Sicarius, after force feeding Captain Ventris a copy of the Codex Astartes for having the audacity to play Deathwatch, chokes to death on his own D-baggery after finding Calgar assembling his new Eldar army.

I think the best example was in Calth in the Heresy. Hacking into the Orbital Defense with Chaos code. There were a few others like that I know but I don't remember...

Yeah, the most common example is Chaos Scrap code. the forge of Mars trilogy also introduces the concept of some sort of special signal that seperates a machine from it's machine spirit.

Opinions are not facts please don't confuse the two

For Necrons, it does seem to depend on whether the Dynasty considers it honorable/if humans and tau are worthy of honorable battle, but when they do do it, it's never so much cyberwarfare as it is a cybercurbstomp.

There's a special named character in the Forgeworld Mechanicum codex who has a "data-djinn engram" which is a short range one use haywire attack.

It's a floppy disc with that Archer pirate virus on it, I assume.

"Got you, Yugi! Your Rubric Marines can't fall back because I have declared the tertiary kaptaris ka'tah stance two, after the secondary dacatarai ka'tah last turn!"

"So you think, Kaiba! I declared my Thousand Sons the cult of Duplicity, which means all my psykers have access to the Sorcerous Facade power! Furthermore I will spend 8 Cabal Points to invoke Cabbalistic Focus, causing the rubrics to appear behind your custodes! The Vengeance for the Wronged and Sorcerous Fullisade stratagems along with the Malefic Maelstrom infernal pact evoked earlier in the command phase allows me to double their firepower, letting me wound on 2s and 3s!"

"you think it is you who has gotten me, yugi, but it is I who have gotten you! I declare the ever-vigilant stratagem to attack your rubrics with my custodes' ranged weapons, which with the new codex are now DAMAGE 2!!"

"...which leads you straight into my trap, Kaiba, you see I now declare the stratagem Implacable Automata, reducing all damage from your attacks by 1 and triggering my All is Dust special rule!"
