Yes because SnP doesn't say it lets you shoot other weapons normally when having fired an ordnance weapon.

No, SnP does not overrule the general Ordnance rule for non-vehicles shown below Furthermore, if a non-vehicle model fires an Ordnance weapon, then the massive recoil from the Ordnance weapon means that the model cannot fire other weapons that phase,

I believe Guardsman Marbo did when he was a thing? I never had that codex so I can't confirm if his demo charge was Ordinance or not.

Is that a weapon or a special rule?
Artillery Bombardment, for the Master of Ordinance, for example, is a special rule. It isn't a weapon...though it does say it is resolved separately from "other barrage weapons" which could get a little funny. But I'd still contend it isn't a weapon...it's a rule.

It counts as firing a weapon. IE, you have to use it as your shooting attack and can only assault the targeted unit.

That doesn't mean it's a weapon though. Just because it quacks like a duck doesn't mean it's a duck.

Orbital Bombardment's rules specifically mention it counts as having fired a ranged weapon, so we're clear on that anyway.

Riptides using Nova-charge comes to mind. Not sure if both of their primary weapons are Ordnance when Super-charged, but I know the Ion one is.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Right, it counts after, but I would say you could do the following legally.
Move
Use Orbital Bombardment
Charge the unit you attacked.
If it is actually an ordinance weapon you cannot fire after you move nor charge unless you have relentless.
I think they just don't want you to be able to move, use orbital bombardment, fire your personal weapons, and charge or whatever. Or you have to choose between using orbital bombardment and running.

More specific rules always override base rules. While it's true you can't normally fire an Ordinance weapon and then assault, you're given explicit permission to do so with Orbital Bombardment.
How is it "not actually" an Ordnance weapon? It's got "Ordnance" in it's rules. Just because it ignores some of the downsides explicitly because of specific rules regarding it doesn't make it not that anymore.
You're not given permission to fire it after moving, btw. So if you want to move, then shoot, you'd have to be relentless.
