CSM and DA are the only 2 books that haven't been updated for 7th, right? That's probably why. Neither of them have one.
As a side note, how are their eBooks? Are they truly interactive? Or are they just a scan of their books in mobi/pub format?

That is incorrect. Tyranids, Space Marines and Tau haven't been updated for 7th yet. I might be missing a few more. Not sure if you would include Sisters of Battle and Inquisition as well. I am sure I am missing a few more. They have an eBook I believe as well as iBooks. Not sure why CSM and DA don't have any. I guess at the time GW only did iBooks and afterwards they did ebooks but never updated CSM and DA to them.

I don't think the Guard have been either. I think they got an update mid or near the end of 6th, but not before the 7th Ed rulebook dropped.

As far as I know only ibook codex are interactive and include an army builder tool. The ebook is straight text.

The CSM and Daemons ONLY have the Interactive version and NOT the ebook version.
The Interactive version has hotlinks where you can be reading about the Maulerfiend, then wonder what Lashes do, then click on a link that takes you straight to the Lashes description, etc.
It also has those images that you can rotate just like on the website.
Newer Interactive Codexes have the mini army list builders but the CSM and Daemons ones do NOT.
The hotlinks are definitely helpful to use but the biggest problem with the Interactive version is the size. The CSM one is 0.8Gb and the Daemons in 1.2Gb because of the pictures.
The ebook version is just a scan of the book with a table of contents.

Hahahaha. "Army builder tool."
Having finally tested it in the Skitarii Codex, I couldn't help laughing at how absolutely terrible it is.
It's not really an army builder. It's a "look at what models I have!"-tool.
Basically, you add units of what you happen to own models for, and then you can use those units to make armies, or just to see how many points of Skitarii you own. But if you wanted to remove a model or add a different special weapon choice to the unit, or even add another model to it? Well then you're sh*t out of luck, son. You'll need to delete the unit and make again.

Yeah, if you used to do it by carving your army into your flesh with your hobby knife.

Which is why they call it an 'interactive collection manager' and not an army builder. It does let you plan your army by telling you what models you have.

There is a difference between "what models you have" and "what units you have predefined."
If it was all of my models, then I could actually use it to build an army. But it's all my models but only in these specific constellations.
Which makes it useless for anything except seeing how many points worth of models your full army is.
