None of them come with the special rules their entries describe. Like the Warp Spiders Flicker jump or the fire dragons special. The far seers special runes rule either.

Except they do. The special rules are written on the page meaning they have the rule.

Unless you want to argue that no special character has any of their weapons/rules that aren't listed under anything and then explained off to the side.

Both the Dark Eldar and Harlequin Codices are set out exactly the same. The 'Special Rules' list is for rules that are found in the 'Special Rules' section of the BRB. Any unique rules for the unit are then detailed on the Datasheet.
