If you do not move it jumps to ord2 TL, if you do not move you can overcharge it and it becomes Ord3 TL. My question is this, if you take fast on it can you move 6" and still gain these benefits?
I want to say that you can but I am not sure ... you fire just like other vehicles that have remained stationary.

You still moved. Fast doesn't change that it just lets you fire more weapons when you move.

Overcharged engines will still let you shoot once at 12" move though. Whilst without overcharged engines you wouldn't be able to shoot at all due to it being ordnance.

Except the rules for Fast Vehicles don't state that they count as having been stationary for the purpose of firing when having moved at combat speed.

As CrownAxe says, even as a Fast Vehicle it has still moved and so therefore has not "not moved".

This is correct. Overcharged Engines are not part of the Vehicle Equipment list for Blood Angels. It's a specific upgrade listed on certain vehicles.
