I see some models, like the new assassins and forge world models that do were released after the codex, rulebooks and so on. Where the rules of this models are released? White Dwarf? Or they are put on other place so we can buy/download them?

It is depends on the specific model. For instance the assassins have their own codex and take their own detachments instead of being in someone elses army. And Forge World is usually in one of their Imperial Armour books but if its a new model that hasn't been put in a book their rules can usually be found on their website.
