No, all Contemptor dreads come with 2 set of feet. If I thought this was a mess up I wouldn't have asked.

Look carefully at them and you'll see that they aren't the same. One left/right pair is completely flat, the other pair is standing on its "toes" a bit like it's walking.

As Peregrine says, they're multiple feet to allow you to do a variety of poses either static or walking/stepping upward on or over something.
Pretty cool of FW to give you the options for posing. One of the reasons I love the contemptor dread more than the standard Space Marine dreadnought is the variety of poses you can achieve with the contemptor.
