Is there a rule that prevents castinga specific power more than once if it's from a different Psyker?

1) Psyker A successfully manifests Prescience. Can Psyker B manifest Prescience?
2) Psyker B fails to manifest Prescience. Can Psyker B manifest Prescience?

Are both these scenarios legal? I can't find anything in the rulebook

Both scenarios are legal so long as the psykers are in separate units. If they are in a unit together than the entire unit may only cast one instance of the power.

Now commences the argument of what is and is not a psychic unit.

Yeah. There's a ton of debate about how units with multiple psykers work. The psyker rules in general are just borked. As they are written, "removed from play" effects like perils and possession would eat up entire units of psykers rather than just the caster, psyker ICs attached to non-psyker units wouldn't be able to cast powers anymore, etc etc etc.

Your best option is to go with whatever your group considers to be RAI and house rule it. There are quite a few threads on this topic on Dakka already, a quick search will find them.

Yes both are fine. Unless both psykers are in units in which case RaW implodes and you have to work out how to run it yourselves.

Yes my Colour is Black but not for the reasons stated mainly just because it's slimming... http://imperiusdominatus.blogspot.com
