This isn't what you are asking for, but here there is an overwatch rule that is a much different game.
During a shooting phase, nearby enemy infantry can overwatch against the active army's units. It isn't snap fire, and the enemy unit and the unit being overwatched against shoot in initiative order.
So you can have a unit shoot at a target on the other side of the board, and a nearby enemy infantry unit can overwatch against the shooting unit, possibly killing it before it can get a shot off. The shooting unit can split fire between its target and the units shooting over watch against it. The models can charge in their initiative steps too. Heavy weapons are unwieldy.
