Im a little confused about how I have to write my list, there is a sentence that is either badly worded or im not understanding it correctly but either way this is my question.

If taking the wind rider host:

far seer, conclave, vyper, 3x jetbike units.

And taking a seer council formation

2x farseer + warlock conclave of 5+ models

Does that mean that I would have to have : 3x farseers, 2 warlock conclaves, etc etc etc

OR

Do the farseer and conclave from the seer council formation count towards the required troops in the wind rider host?

Thank you.

Each is taken as a separate entity so you would need to take the first example.

ADD causes my posts to ramble from time to time. Please bear with me.

You're not a Time Lord stick with linear time.

2nd point, dont have my codex in front of me atm, can the 2 warlock conclaves join eachother with the 3 farseers for a mega council?

No, The warlocks are not even characters in the conclave so you have no way of joining them together. The farseer from the windrider can join the seer council conclave but still manifests powers on 4+.

No. The third Farseer can join the council, but the warlocks are stuck in their own unit. The extra Farseer won't be able to harness Warp Charge on a 3+, however.

For the first question: Units can only belong to a single core/command/auxiliary choice within the warhost, so If you wanted to take a guardian host and a seer council then you'd need at least 3 farseers and 2 Warlock conclaves, one of which must be at least 5 warlocks in size.

For the second question: Warlock Conclaves are just units of warlocks. They do not have the independent character special rule, so they cannot merge to create a supersquad. No different than two separate units of guardians not being able to join up to make a super guardian squad.
