What army would you use to represent a navy boarding force? Storm troopers? Veterans/normal guardsmen? Inquisition? Sisters?

Secondly, what kinds of list-writing choices would you make with them? Transports, drop pods, or on foot? Heavy weapons or special? Las weapons or shotguns/nade launchers/missiles?

Definitely Scions (Or stormtroopers) - as they are described as being better than guardsmen.

Some Elyisins vets with shotguns would be good, too.

Or even DKoK Engineers, better stats than guardsmen, good morale, shotguns, carapace armor.

Carapace Vets with shotguns.

If playing in a suitable environment I'd use the 30k Solar Auxilia list minus the tanks, although they had other void related combat duties as well (hence the tanks) they were also specifically described as garrisoning warships and fighting boarding actions.

Veteran guadsmen with carapace armor and shotguns, no special or heavy weapons.
