Hello all, does anybody know of an app that can add effects to photos to make them look like grainy vid images like those found in forgeworld imperial armour books? I'm looking to illustrate my fluff.

Photoshop, for sure. Probably PaintShop Pro and GiMP, too. They're just filters.

Photoshop is great, but somewhat expensive license. Gimp is free, so maybe a better form for you. It is a little cumbersome, but an excellent tool for free. Another alternative is Paint.NET, also free, but the options are limited to your requirements.

Do not know, what I read, it was a mistake of Adobe, do not provide a free license of cs2. But I could be wrong, try to contact Adobe directly ...:-)

You could try pixlr.com . It is an online photo editor. It can do most of what you might want it to. There are iOS and Android apps for it too if you want to work on a mobile device. Free to use. I might be slightly biased since I work for the company that make it (I don't work in that group though.)
Here is a sample I did in less than 2 minutes. I have the original and the edited photo shown below. I am not a great photoediting guy, but this does an adequate job and has the basic set of tools you might want.
