I wish I knew more about the Eldar so I could offer something on that half of your list, but I do not. I'm trying to figure out some Eldar allies for my own Tau.

As far as your Tau go, your list looks as solid as any I've seen lately. Good work. I would, however, consider working a Kroot Hound into your Kroot Team.

Skyrunner Farseer is 115 pts. Plus singing spear is 120. Haven't checked through the rest of your points...
