is there anything on the mysterious Cypher

No, and it's safe to say there never will be.

His fluff hasn't fundamentally changed since he was introduced.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?

We'll probably find out if he's loyal or not in the final Legacy of Caliban book. He showed up at the end of the second instalment and shot Meirr Astelan in the head and saved a Ravenwing Black Knight, so he does seem to be loyal.

Plus he's probably Zahariel, so he's definitely loyal if that is turns out to be true.

This. Unless there's a 40k version of End Times, we know everything. The clock has stopped, completely. The only thing they can do is go into more detail about the things we already know, retcon some stuff to suit that purpose and keep milking the timeline. So that's like asking if we know anything new about Abaddon, or Kharn, or Bjorn. Their story is written in broad strokes and sure, we can get some glimpses of the battle for such and such in the year blah blah, but there won't be some magical revelation until that clock ticks over into M42.

That's not true at all with the Dark Angels. Their plot has been painted in fairly broad strokes with Gav's 40K books and their Horus Heresy novels. A very clear image of them is being formed, for example we know they're loyal as feth to the point of being too loyal. Cypher is probably a psyker, and probably is going to end up being revealed as Zahariel himself. Meirr Astelan may be dead and was shot in the head by Cypher. The only thing that will change with the Dark Angels shifting into M42 is the Lion waking up.

Cypher was not a psyched. Unless the original cypher died during the heresy.
