Aka: Making Ballistic Weapons scarier versus AoE weapons/magic.
There are a lot of to-hit penalties, and the only bonus is "large targets".
Suggestions:
+1 to-hit for every 2 full ranks a unit is formed up (max +2)
+1 to-hit if the unit is in a horde.
+1 for Crossfire: If you can draw a line from the firing unit through your target to a friendly unit that shot at the same target this shooting phase.

I like the +1 if your enemy is horde.
I am not fond of the other two. I could see +1 if the enemy has 5 ranks or more.

I like the +1 to hit hordes.
How about +1 if at point blank range as in firing within 6 inches of the target
|

Point-blank sounds lovely.
I could see it, a unit of Skink Skirmishers moves to an enemy flank, -1 to-hit for movement, -1 to-hit for multiple shots, +1 to-hit for point-blank. They hit on 5+, 4+ if crossfiring as described in op. 3+ if the enemy is in a horde, 2+ if combined with Enchanted Blades of Aiban.
Yummy.

BS-based shooting doesn't need to be any better than it already is. All adding bonuses will do is make the shooty avoidance / gunline armies even more obnoxious than they already are.
This isn't 40K. Shooting is a supporting role, meant to knock out chaff, fast cavalry, and other vulnerable targets in order to control the movement phase and dictate the terms under which combat is entered.

Agreed on all counts with the above. BS-based shooting is fine. It's certain units that aren't.
