I want to know which Legion caster runs beasts the best, and by beasts I mean, like maybe one unit, a shepherd or two, and maybe the pot. That's it. I want all the beasts! Oh, and if its pThags then please name another. I can't stand that flat top head and will do my best to avoid playing him at all. Ugh.

I think most of them can run beasts very well, except maybe Kallus and Bethayne. eAbby seems pretty damn good from my untrained eye, seems to do quite a bit for beasts.

It's not so much their casters that lets them run beasts so well, it's the support- shepherds etc.
Pretty much all the casters like Lots of beasts. Epic vayl, various lylliths and epic Abby are great shouts though

Oddly enough your description of a Legion army consisting of 1 unit, Shepherds, a Pot and everything else in Beasts is exactly what eVayl's tier list is, which is one of the strongest (and most commonly used) lists in Legion.
But yeah as people have already pointed out its the Fury management in Legion that allows them to run really Beast heavy lists. Kallus is the most infantry focused caster, and Bethanye also uses beasts more for support rather than heavy lifting but everyone else tends to run multiple heavies.
pAbby likes the fast hard hitting high DEF beasts, eAbby likes any of the melee beasts. eLylyth is one of the strongest ranged casters in the game and loves all the shooting beasts. Rhyas likes melee beasts with Reach. Saeryn also favours melee beasts but also likes having a few faster Beasts to help her spell slinging. Both Thagroshs' like the tougher beasts and Shredders (which help make things harder to kill). pVayl likes a good mix of melee beasts (and Typhon) and eVayl runs a good mix of both ranged and melee beasts.

Thanks guys, good to know I can find the beast heavy game I'm looking for with ease. I'll probably start with eVayl and look outward from there.
Dr Arks theme list is why I started this game, but I got tired of so few choices and I saw Legion has a good rep for being beast heavy capable so I am going to dip my toe in the water so to speak.

Don't forget Saeryn, who likes a good battlegroup for her feat. Tends to be a lot of Angelus' and other fliers in her mix though.

eVayl, either version of Absolonia, Saryn, Lilyth2...
Really any Legion caster besides Kallus can do lots of beasts. You just take Shepherds and Forsaken.
Now the exact beasts you take can vary. Lilyth2 likes beasts with ranged attacks, so usually its double Ravagore, double Angelius, and a Naga. Other casters take a balanced grouping.
