So I am starting a local campaign where we go up by 250 points every round but have to stay within certain limits. Right now we have to have 1 HQ, 2 Troops and then 2 tokens to spend on either elite,heavy,fast but not 2 of the same. Tell me what you think here.

HQ:
Librarian-terminator armor, storm shield

Company Command squad:
Apothecary, 4 plasma guns, drop pod--thinking put the librarian here

Troops:
10 man tactical- Missle launcher, grav gun
10 man tactical- combi melta, melta gun

Heavy:
6 man dev squad-4 lascannons

Fast attack:
Stormtalon-skyhammer


Things I have: more heavy weapon choices, more specialist weapon choices, cents, scouts all kinds, land raiders, another pod, more rhinos, dred, stern.

Walking tacs really don't tend to do much. Space marines are such general jack of all trades it's good to specialize
I would reduce your TAC squads to 8 men take rhinos and take specail weapon/ combi maybe melta or flamer
I don't know about a single droppod with your warlord as it will likely give your enemy slay the warlord. I think you would be better advancing the librarian behind a rhino with grav cents

Probably wouldn't bother taking grav on tacticals as they have to be stationary in order get the most out of them
As an alternative your could run. A bike squad with 2 grav guns and sgt with a combi grav plus a librarian with a combi grav giving a nice little 12 shot grav attack with 30" threat range under 200 points

I agree with the above walking tacticals get wrecked maybe throw them into a rhino or even a drop pod makes it so you can either outflank your enemy or even cause some confusion. I would drop the Dev squad and figure out a way to take some cents. Being T5 With 2 wounds is amazing plus if you throw in the librarian with them instead of a command squad and rolling good you could give them a twin link (primaris divination) or a 4+ invul. Also if you give them grav guns since they are relentless or slow and purposeful? One of those I don't have my codex in front of me you can move and get the full effect of the grav guns.

Without the dev squad your really not getting the benefit of imperial fists as they get to re roll armour pen
I think rhinos would be better particularly with the dev cents armed with grav as it give them something to hide behind as they need to advance up the field a bit as thier grav guns only get 24" range
