What book is it?
Also, are they any good?

They're in the 30k army list, which you can buy as a separate book. They do not have rules in 40k.

He did answer, and your post was very vague so there's no need or that attitude really.

And they are ok. but far from top choice as they do not count as compulsory choices and a tactical support squad makes a far better choice in a list that needs every point to be productive. The special unit version from the Raven Guard is much better.
