I would say no, but another member of his squad can. As the interpretation that means another member of his squad cannot also means that the game breaks at the start of the psychic phase and can't proceed any further. There is an alternate interpretation, which leads to the game working fine, but also two members of the same squad being able to cast the same power.

Don't have my BRB infront of me, but I'm 99% sure it says a 'unit' can only cast each known spell once, and if it's failed, it can't be attempted again by that same 'unit'

and sorry if I'm remembering incorrectly

"Psyker Unit" is the term you are searching for. The problem with this is that it does not account for multiple Psykers in one unit when it comes to Perrils, generating Warp Charges, etc. The way I have seen most people play is, Psyker Unit = Psyker Model.

Can you think of any datasheets that have the option for more then one psyker in the unit that does not have the brotherhood of psykers rule involved? I'm not talking about units that have been joined by an IC psyker, just units that come entirety from one datasheet.

The Eldar Warlocks met this criterion up until the new codex came out this month. Before that they were up to 10 ML 1 psykers in an unseperable unit. Since they've been rewritten I don't know if there are still examples of this.

The new Seer Council formation requires the farseers to start in the warlock conclave unit and are prohibited from leaving.
