According to most of the youtube comments its bunkum since Goodwin had prototypes shown at games day circa 2007/2008.
So likely the Russian guy whomever he was copied that.

It's true, the new jetbikes were designed quite some years ago and were on display one GD. I remember, because I remember thinking the DE jetbikes (new gen DE) were based off of the design principals shown back then.
Given it was like 8 years ago and only a preview sculpt, you can't really blame the youtube dude's assumptions as other than one very obscure pic of a prototype, everything else looks pretty fishy.
Chalk it up to an innocent mistake, no harm done.

I own the russian guys bikes, he is pretty open about them being based of the prototype bikes. I think the russian guys bikes a better and have more options personally, but yea GW never released the awesome bike, so the guy improved the bike and sold it instead.

Meh. Could go either way or be both. Could be prototype from long ago AND possibly pushed along thanks to the russian one, and possibly got the final go ahead because of the eldar codex update.
IMO, a little bit old design, a little bit "borrowing" from a scratchbuilder.
