First off, what chapter tactics are you looking to use? It can be a deciding factor in how you move forward. Obviously, you need another troops choice. I run a squad that is 10 marines, with the sergeant having a combi-melta, and another marine having a meltagun.

Running either Imperial Fists or Iron Hands. Yeah I need another troops choice definitely.

I would keep the Librarian at ML1, but give him Terminator armour.
I'm also not a fan of Meltaguns at 500 pts. I would take a Plasmagun and a Combi-Plasma for the Sergeant. Your Tac Squad will also need a transport, a Rhino is cheap and gets its job done.
For the second troops choice, I suggest a Scout Squad in a LSS with Heavy Flamer. Scout loadout can vary with your CT and/or preferance: Bolters, Shotguns, CCW.
If you take IH, you will want another vehicle. I suggest a Stormtalon with Skyhammer (because in 500pts, your enemy will have trouble taking down a flyer) or a Predator.

Sentinels of Terra makes running Bolter Scouts at 500 points pretty decent, backed up with LSS.
At such low point values, I always try to go for bodies over toys. You need to figure that some players can easily bring 40-50 models at 500 points, so you have to make sure you have the ability to somewhat deal with that amount of wounds, thus my favoring of vanilla SM (with whatever CT you choose) with scouts at such low points.
Take a gander at these two lists posted a little while ago, one being a fully scout centered army and the other being a mix. Both of which I have found (through playtesting) to be quite adequate at 500 points).

500 points depends a lot on what you like. I normally work with this formula:
Cheep HQ
10 man tac squad
5 man scout squad
<fun unit I feel like using>
There is no way a marines list can even hope to make a take all comer list, so just run with units you enjoy and play the game.
