Hey y'all,
I'm interested to hear how dakka would kit out these Eldar vehicles for a competitive, TAC-focused army.
Currently I just mount double shuricannons on my vypers, to keep them cheap for the most part, but that's less of a concern now after the price drop.
War walkers I have no experience with, and I've seen them with a great many loadouts, although I'm leaning towards an EML/something else combo for versatility.

For me, double shuriken cannons for the Vypers. Walkers get EML and bright lance each. EML is great now due to included skyhawk missiles. Dual EML could be good but nice to retain some lance weaponry.

I’ve been thinking about the Vipers as I build my second one. I’m leaning towards the double shuricannons as well myself. There is a bit of a disconnect either with range or target type with most of the available gunner and chin weapons. I think my alternate loadout would be to leave the TL catapults and pack a brightlance if I need more AV firepower vs. heavy tanks. Just flit about the backfield taking pot shots.
I don’t own, or plan to get, war walkers. The ability to take paired heavies give them a lot more viable options. You could use them to fill a gap in your list you can’t cover elsewhere.

If Vypers could take 2 heavy weapons (like War Walkers!), then there would be more room for debate. As it is, I think dual Shuriken Cannons is the most efficient way to equip them. They can harass a number of targets and still stay cheap.
Oh: I thought I saw a mathhammer comparing the efficiency of EML Walkers and Scatter Walkers vs. flying targets, and Scatter Walkers were still slightly ahead.

For Vypers, either add a Starcannon or run with 2xSC. A Starcannon will hit MEQ a lot harder and is a cheap upgrade. The mandatory shuriken weapon on a Vyper makes them a poor choice for anti-vehicle or anti-MC work, so kit them out to kill infantry. I generally don't taking a scatter laser - 10pts is a lot to spend for 1 extra shot, and losing rending. The extra range is not very useful, because you're stuck with a 24" Shuriken Cannon no matter what you do (and you want to be firing both weapons).
War Walkers I almost always run with 2xBrightlances. They're probably the most efficient dedicated anti-vehicle units that Eldar have, so I just focus on that and let the rest of my army deal with killing infantry and MCs.
If you do run War Walkers with anti-infantry weapons, then you'd want 2x Scatter lasers or 2x Starcannons (if you fight MEQ more often than not). The 36" range on these makes them a much better choice than Shuriken Cannons, as you can kite infantry using battle focus (even firewarriors with their 30" range). Scatter Lasers war walkers have the additional benefit of being effective against AV10-11.

The +1 to pen results that you get with a Starcannon is not as important as the extra S6 attack you would get from sticking with a Shuriken Cannon. A Starcannon is more efficient against infantry with 4+ saves or better. Against all other targets, the Shuriken Cannon does more damage.

If you're getting the vypers from a wind rider host, they get 1 turn of shred with the shurikens.
Just something to keep in mind.

For Vypers, I feel Shuriken Cannon + Scatter Laser with Holo-Fields is best. 10 points is well worth one extra shot and 12 inches more range. Holo-fields greatly increase their survivability for small units.
For War Walkers, EML + Bright Lance is best. With a squadron of three, you create a 36 inch bubble where no vehicle can safely go.

I like the double shucannons on the vyper. Keep them cheap and jink if anyone shoots it. This way the amount of firepower to kill your cheap 1 model unit is a complete waste and you opponent will usually not shoot them (or at least waste firepower shooting them).
The warwalker can be great in pretty much any configuration with double of the same weapon.
*Double scatter lasers is the most TAC option as 8 S6 shots will do work against pretty much any list.
*Double bright lances is a good to add some extra cheap anti armour, they are priced extremely well for their damage potential and the scout/outflank gives you a lot of options.
*Double EML actually provides some decent AA and a flexible long range option. I would only take this option if you need the AA or have boards with good LoS blocking terrain on the backfield as they are so expensive. Keep in mind that you can outflank these to have a very good chance to go after rear armour of vehicles and flyers (with 48" range this is not as hard as it might sound).
*Double star cannons is actually one of the best anti MC and anti MEQ (and anti windrider) options in the codex. I wouldn't call this unit particularly good TAC but it is good at putting out AP2 wounds on T4-6 models.

For Vypers I usually go with the Starcannon since it is the cheapest upgrade but will make the unit more annoying.
You can ignore a couple of shuriken weapons as 83% of the time you get a save against them.
The Starcannon's AP2 makes it hard to ignore for long. 2 shots here two dead guys. Ignore it, 2 more dead guys the next turn. It can become annoying and will make the other guy actually waste shots on them.
