Assault 24" on marines seems op but balanced for hb.

OP? Comparing it to Eldar detachment/formations, this is practically diddly squat.

I say it's fine, but i would suggest having an obligatory Captain / Chapter Master armed with a Bolter/Combi-Bolter. Then at the start of each turn choose either ''Move it Men'' or ''Fire on my Target'' (If the commander hits with his bolter, any other bolters firing at that target get preferred enemy).

Would give it a bit more flavor, and if you killed off the Captain then it would lose a lot of it's benefits to balance it out.

Given that bolters are plain, un-buffed S4 shooting, having a formation bonus that makes them all Assault 2 instead of Rapid Fire is... quite frankly meaningless.

If I really wanted a bunch of S4 shooting, then I could just take more Tacs (which is a bad idea, but let's ignore that shall we). I really don't see why I should take such a formation, given that S4 shooting is pretty meaningless (unless you're up against the mythical footdar, of course).

I didn't add a captain as tax, because tacticals are not very good (even with the buffs).

Maybe Imperial fists with this might be too much though....
