From what I read it looks like the target number can never be better than 4+ but you can easily get +2 to your roll from characters. Does this mean I can have 2+ well be back rolls or does the never better than 4+ make that impossible? Thanks in advance.

Poorly worded rule is poorly worded. Currently it is assumed that 4+ is the best you can do.

RaW the best you can ever have on a Reanimation Protocol is a 5+ as nothing ever changes the target number. So you could be taking that roll on a d6+4 which guarantees success. However that makes the sentence about never being better than 4+ entirely non-functional and makes the unit potentially immune to all non-Destroyer attacks so most people ignore the RaW and go with the obvious and clear intent that you can never have a target unmodified dice roll of better than 4+ so a Crypteks in a Decurion just gives protection against ID attacks and a 5++. Still can be worth it.
